By June 2025, China's active IPv6 users had reached 834 million, accounting for 75.29% of all internet users. This figure marks decisive progress in China's large-scale IPv6 deployment. According to the latest data from the IPv6 Development Monitoring Platform, IPv6 traffic in China now accounts for 31.12%, with mobile network IPv6 traffic accounting for 66% and fixed network IPv6 traffic accounting for 28.32%. These figures are the result of China's sustained investment in next-generation internet development since the release of the "Action Plan for Promoting Large-Scale Deployment of Internet Protocol Version 6 (IPv6)" in 2017.
In May 2025, the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the "Key Points for Deepening the Large-Scale Deployment and Application of IPv6 in 2025," setting out clear goals. By the end of 2025, China will have fully established a world-leading IPv6 technology, industry, infrastructure, application, and security system. The document sets specific targets: 850 million active IPv6 users, 1.1 billion IoT IPv6 connections, 27% of fixed network IPv6 traffic, and 70% of mobile network IPv6 traffic. This series of goals provides clear direction and strong policy support for promoting IPv6 deployment across all industries.
IPv6 in mobile networks is developing particularly rapidly. By June 2025, the proportion of IPv6 traffic in mobile networks had reached 66%, approaching the 70% annual target set in the "Work Points."
A recent test conducted by the expert committee on 200 mobile internet apps with large user bases showed that the average IPv6 traffic share of these apps in mobile network environments reached 72.87%, with 46 apps exceeding 90% of their IPv6 traffic.
This data indicates that the mainstream mobile application ecosystem has largely completed IPv6 transformation and adaptation, providing users with a seamless IPv6 experience.
At the application infrastructure level, IPv6 support has become a basic requirement for cloud services, content delivery networks, and data centers.
The "Key Points" specifically emphasize the need to "improve IPv6 usability in cloud service products," "optimize IPv6 service quality in content distribution networks," and "expand IPv6 support in data centers." Major cloud service providers and CDN providers have actively responded to these policy requirements, continuously improving the IPv6 functionality of their products and providing more convenient IPv6 access for upper-layer applications.
IPv6 integration is being fully rolled out across various industries. The "Key Points" outlines IPv6 promotion tasks in government affairs, finance, energy, transportation, education, and other sectors. Regarding deepening integrated applications, the document calls for increased IPv6 deployment and traffic growth in commercial applications, deepening IPv6 evolution and upgrades in government applications, and continuing to deepen IPv6 transformation within central enterprises.
Improving IPv6 network performance and access capabilities in the education sector is also a key task, signaling that the next-generation Internet will play a more significant role in the development of educational informatization.
With the continued expansion of IPv6 deployment, the integration of IPv6 with new technologies such as artificial intelligence and 5G-A has become a new focus. Experts believe that IPv6 is a key enabler for building resilient networks, supporting refined and personalized network control and data flow management. IPv6-based SRV6 can connect the cloud, network, edge, and edge, optimizing the secure application of artificial intelligence capabilities. The rise of 5G-Advanced (5G-Advanced) and IPv6 will usher the internet into a new stage of development.
Based on various indicators, China's IPv6 development has entered a new phase, transitioning from "large-scale deployment" to "deeply integrated applications." Active IPv6 users exceed 800 million, and IPv6 traffic on mobile networks accounts for nearly 70%. These figures clearly demonstrate that the next-generation internet has established a solid foundation in China.
With the deep integration of IPv6 with emerging technologies such as artificial intelligence, 5G, and the Industrial Internet, a new era of the internet is emerging, characterized by smoother connectivity, more abundant addresses, and more refined management.
